By using Noor’s products or services, you accept these terms. Noor reserves the right to amend, update, or revise them at any time without prior notice. Continued use of our services constitutes acceptance of any changes.

2. Remittance Services
2.1 Licensing & Regulatory Disclosure
Noor operates as a technical and integration service provider for licensed remittance and payment institutions in each jurisdiction. All regulated activities are carried out under the supervision of these licensed partners, in full compliance with applicable financial regulations.
Singapore
In Singapore, Noor’s remittance services are provided through our licensed partner MoolahGo Pte. Ltd. (License No. PS20200262), regulated by the Monetary Authority of Singapore (MAS) under the Payment Services Act 2019. Noor acts as the technology and customer-onboarding facilitator, while all regulated financial activities are performed under MoolahGo’s license.
Malaysia
In Malaysia, Noor partners with MoneyMatch Sdn. Bhd. (Co. Reg. No. 201501008276 (1133611-P)), which holds a Class B Money Services Business (MSB) License No. 00544 issued by Bank Negara Malaysia (BNM). Noor provides the front-end user experience and onboarding layer, while MoneyMatch manages regulated infrastructure.
FLY0 TRAVEL SDN. BHD. has applied to BNM to serve as an authorized agent of MoneyMatch for remittance and related services.
Bangladesh
In Bangladesh, Noor collaborates with regulated banks and Mobile Financial Service (MFS) providers for payout and settlement operations. All services comply with Bangladesh Bank’s Foreign Exchange and Money Transfer Guidelines.
2.2 Identity Verification (KYC/AML Compliance)
Users must complete e-KYC verification before using Noor’s remittance services. This includes:
- Valid identification (NID, Passport, Driving License)
- Address and nationality verification
- For businesses: details of beneficial owners and directors
All KYC and AML checks comply with MAS Notice PSN01 and applicable regulations in Malaysia and Bangladesh. Noor’s partners conduct ongoing risk assessments and monitoring to ensure full compliance.
2.3 Transaction Terms
- Users can send money from Singapore or Malaysia to Bangladesh and other supported corridors.
- Recipients’ information must be accurate — Noor and partners are not responsible for delays or losses due to incorrect input.
- Exchange rates are locked at confirmation and include any applicable government incentives (e.g., Bangladesh’s 2.5% remittance bonus).
- Additional conversion or intermediary bank fees may apply.
2.4 Refund Policy (Remittance)
Refunds are governed by Noor’s Refund Policy and processed within 3 business days after eligibility is verified.
Refundable Transactions
- Fraudulent Activity: If a transaction is proven fraudulent and reported before disbursement, Noor will attempt a refund upon verification.
- Verification Hold: For high-value transfers where sender identity cannot be verified, Noor may hold or reverse the disbursement.
- Technical Errors: Duplicate or system errors will be refunded in full.
Non-Refundable Transactions
- Transactions initiated by mistake or regret after confirmation.
- Transactions already disbursed to the recipient.
- Incorrect recipient information entered by the user.
Refunds (if applicable) will be processed to the original payment method only. Noor is not liable for exchange rate changes or third-party bank delays.
2.5 Service Denial
Noor and its licensed partners reserve the right to decline or suspend remittance services if a user:
- Fails to pass KYC/AML verification
- Engages in fraudulent or suspicious activity
- Breaches compliance laws
Eligible funds will be refunded following MAS and partner policies.
3. Flight & Travel Services
3.1 General Disclosure
Noor provides flight booking and travel services through licensed partners in Singapore, Malaysia, and Bangladesh. Noor acts as a facilitator connecting users with airlines and travel suppliers. All schedules, prices, and seat availability are determined by respective airlines.
3.2 Booking & Pricing
- All fares are subject to change until ticket issuance.
- Noor displays real-time prices based on partner systems.
- By booking through Noor, you agree to the airline’s terms and conditions.
3.3 Refund & Cancellation (Flights)
Refundable Cases
- Refunds initiated as per airline rules
- Technical issues causing duplicate charges
- Booking cancellations compliant with airline timelines
Process
- Requests must be sent via WhatsApp, in-app chat, or Messenger at least 48 hours before departure.
- Noor will act within 24 hours of receiving your request.
- Failure to inform within 48 hours may result in no-show penalties per airline policy.
Fees
- Airlines may apply cancellation or reissue fees.
- Noor may apply a standard service charge for processing.
- Refunds are credited to the original payment method within the timeframe specified by the airline and payment gateway.
3.4 Partial Payment Terms
- Available for international flights only.
- Minimum deposit required (as displayed in the Noor app).
- Full payment due 72 hours before departure.
- Failure to pay by deadline triggers automatic cancellation and deduction of applicable fees.
- E-tickets and PNR are issued only upon full payment confirmation.
- Available only for SGD-denominated payments through approved Noor channels.
4. Privacy & Data Protection
Your personal data is governed by Noor’s Privacy Policy. Noor treats your data as an Amanah (trust) and protects it under PDPA (Singapore, Malaysia) and applicable laws in Bangladesh. We never sell or misuse your data and only share it with licensed partners for service provision and compliance.
5. Security
Users must maintain confidentiality of their Noor account and credentials. Noor employs encryption, firewalls, and continuous fraud monitoring to ensure safe transactions.
6. Prohibited Activities
Users agree not to use Noor for:
- Money laundering or terrorism financing
- Fraudulent or unauthorized transactions
- Sending funds on behalf of unverified third parties
- Illegal, unethical, or non-compliant activities
Breaches may lead to account suspension and reporting to relevant authorities.
7. Fees & Charges
All applicable service fees, exchange rates, and commissions are shown clearly before transaction confirmation. Noor reserves the right to adjust fees based on partner, market, and regulatory changes.

9. Governing Law
These Terms & Conditions are governed by the laws of Singapore, Malaysia, and Bangladesh, based on user jurisdiction. Remittance operations comply with MAS, BNM, and Bangladesh Bank regulations.
